The literacy rate in India today is satisfactory. But the disruption of our social, cultural and moral life has created an atmosphere of unrest in the country. It is sad to say that today so-called educated people are at the forefront of communalism, adultery, rape, adultery, robbery, theft, murder, child abuse, murder, corruption and every other anti-social activity. The words of a satirical writer are worth quoting, "We have morale but no sympathy, we have resources but we have forgotten God, there is speed but no direction, there is religion but the sanctity of spirituality."

UNESCO has given some results for moral education in view of the situation in the world which is on the verge of moral decline. It is the responsibility of the family and society to teach morality and spirituality for the development of the child's character and personality. (The Central Board of Education, 1943-45)Education of morality and spirituality should be compulsory in high schools. (The University Education, 1948)
Incorporate moral education in the curriculum up to higher secondary in every school to inculcate moral and social values in the students and make them responsible citizens of the society.Arranging a separate subject for moral education. Incorporate ethical values similar to each religion in the curriculum so as to create a sense of unity among the students.

For the purpose of generating national unity and mutual sympathy, moral education should mainly include stories, examples and incidents of all religions prevailing in our country.

* Comparative study of each religion should also be included so that social dialogue arises. Cultivate mutual empathy and get rid of narrow mindedness towards religion. In the National Education Policy (181), special emphasis was laid on making changes in the education system so that a strong medium of education for the training of social and moral values.

Thus most of the educational committees and commissions have given so much importance to moral education but no special efforts have been made to implement these suggestions and resolutions. Everyone associated with the education department shouts for this but no effort is made to implement it. Many steps have been taken to increase the quality of education and the source of knowledge. The DREP scheme was implemented by the World Bank in 12 districts in 12-7. Constructive changes were made in education policies to increase the scope of education through modern resources.

But the situation of higher secondary education is still tragic. The Association of Indian Universities, a representative body of high schools and an advisory body to the Government of India, has played an important role in overcoming this situation. The National Higher Education Campaign is a special scheme for higher education. The above-mentioned organizations agree that some schemes should also be implemented for the moral conduct of educated youth. But the problem before all is what should be the framework of moral education and what should be its paradigm.
